Penthouse seized over drugs discovery

Louise Ching Man Kwok, a woman with alleged ties to organized crime and a federal government employee, had an interim preservation order under the Civil Forfeiture Act slapped on her $539,000 Richmond penthouse apartment this week. Last year, police found cocaine, heroin, marijuana and an agent used for cutting cocaine during a search of Kwok's property. Kwok had rented the apartment out.
